due to more members having lower handicaps this year Tier one will be 0-13 and tier 2 14 and over
floating split of tiers base on turn-out of each tournament.

Still requiring desk volunteers for remaining tournaments.. Ed will send out E-mail looking for Volunteers. Everyone needs to particapate for one turn at the desk.
